Ralph Roach, MS, CRC, LPC, Business Services and Outreach Division Chief, PA Office of Vocational Rehabilitation

This presentation from the Pennsylvania Department of Labor and Industry Office of Vocational Rehabilitation will provide participants with an overview of current issues surrounding benefits of hiring people with disabilities, how to be an attractive employer for people with disabilities, accessibility of the application and recruitment process, interviewing considerations to focus on strength-based qualifications related to essential job functions and best practices in retaining people with disabilities. A combination of PowerPoint overview on the key concepts, participant interaction and video will be used.

Ralph Roach, M.S., CRC, L.P.C. is employed with the PA Dept. of Labor and Industry, Office of Vocational Rehabilitation in the Bureau of Central Operations. Mr. Roach is the Division Chief of the Business Services and Outreach Division. He previously served as Chief of the Policy Planning and Evaluation Division and the Eastern Employment Outreach Specialist. Mr. Roach has worked with PA OVR since 2008 when he started as a Vocational Rehabilitation Counselor in the Reading Bureau of Vocational Rehabilitation Services (BVRS) in western Berks County. Mr. Roach has 30 years of community based human services experience and he has expertise in vocational rehabilitation and employer outreach. Mr. Roach is a Certified Rehabilitation Counselor and PA Licensed Professional Counselor who earned a Master of Science in Psychology from Shippensburg University (1985) and a Bachelor of Arts from Messiah College (1982). He is a current member of the National Rehabilitation Association, currently serving as the 2018 President of the Pa Rehabilitation Association (PRA), member in the National Society of Human Resource Managers (SHRM) and a past member of the American Counseling Association (ACA) and the American Congress of Rehabilitation Medicine (ACRM).
