Pay is often cited as one of the top reasons employees move out of the public sector, however, the employee experience is likely the bigger culprit. Creating a great place to work is where human resource leaders in state governments have more control and can make a bigger difference. The current job market has put a damper on recruitment and retention efforts leaving many governments looking for best practices from each other and the private sector to stay competitive.
