Bureau Director, Department of Human Services

Patricia Allan was appointed as Bureau Director to the Pennsylvania Department of Human Services, Office of Income Maintenance in August of 2016. As Director of the Bureau of Program Support, Ms. Allan is responsible for all fiscal, administrative support, automation planning, and statistical analysis for the Office of Income Maintenance – the largest Office within the Department with an employee complement of 7,000 positions and annual budget close to $1.9 billion.
In addition to Ms. Allan’s core responsibilities, she has taken the lead as product owner for the development of myCOMPASS PA – DHS’s first mobile application. myCOMPASS PA makes it easier for citizens to access their benefit information.
Prior to DHS, Ms. Allan has worked at executive levels in various Pennsylvania and California government agencies. Ms. Allan was Policy Director at the Pennsylvania Department of State (DOS). In that position, Ms. Allan was responsible for ensuring regulations, policy statements, legislative positions, budgets and other work products reflected the priorities of both the DOS Secretary and the Governor’s Office.
Previous career experience includes work as the policy director at the Pennsylvania Department of Environmental Protection and the Pennsylvania Governor’s Office of Planning and Policy as senior policy manager. In that capacity, she was liaison to ten government agencies, including the Departments of Environmental Protection, Conservation and Natural Resources, Agriculture, Transportation, General Services, and the Fish and Boat, Game, and Historical Museum Commissions.
Ms. Allan began her career working as Legislative Director for the California Environmental Protection Agency (CalEPA) departments in charge of air quality, solid waste, and toxic substances.
Ms. Allan holds a Bachelor of Science degree in biology from California State University, Sacramento, California. She is married to Richard Allan and lives in Camp Hill.
