Director of Business Transformation/ Special Assistant to the Secretary of Pennsylvania Department of General Services, Commonwealth of Pennsylvania

In the newly-created role of Director of Business Transformation for the Pennsylvania Department of General Services (DGS), Mr. Carr leads the agency’s efforts to apply lean thinking and tools to its daily operations.

Prior to joining DGS, Carr served for seven years as a Senior Manager of Service Delivery with Momentum, Inc., an IT and management consulting firm in Camp Hill, PA. In this role, he led efforts with various private sector clients, federal government organizations, and Commonwealth agencies in analyzing business processes, designing problem solutions, developing implementation strategies, and executing project plans to enable effective adoption of resulting changes. Mr. Carr possesses nearly 25 years of experience in integrating the disciplines of lean and organizational change management to enable individuals and businesses to transform or continuously improve performance.

Carr holds a Bachelor of Science in Industrial Engineering from Penn State and a Master of Science in Management: Change Management and Human Resources from the University of Central Florida.
